The best types to go for are variations of Water and/or Flying types, which have varying resistances to Samurott’s Water and Bug-type moves, as well as most other types in its potential move pool.
Azumarill
With its Water and Fairy types, Azumarill is twice as resistant to the boss’s Water and Bug moves. Along with its high HP, Defense, and SP Defense, Azuamarill has a moveset that makes it a very powerful Attacker.

- Tera Type: Flying

This Azumarill build is a beast in that it not only maximizes its Attack with Belly Drum but also doubles it with Huge Power – with the Shell Bell recovering tons of HP as a bonus.
Corviknight
Corviknight is the best Samurott Tera Raid counter if you want something that will last the longest. Not only does it have a high Defense, but it is also a Steel and Flying type, which makes it resistant to Bug-type moves from Samurott by four times and to Flying and Steel moves by two times.

- Ability: Mirror Armor
- Nature: Adamant
- Tera Type: Flying
- Hold Item: Leftovers
- EVs: 252 Atk, 252 HP, 4 Def
- Moveset: Bulk Up, Drill Peck, Iron Defense, Screech
This build focuses on increasing your Attack and Defense stats with Bulk Up and Iron Defense while decreasing Samurott’s Defense to eventually hit hard with a STAB and Terastallize-boosted Drill Peck.
Gyarados
Gyrados’ dual Water/Flying typing also provides 2x resistance to Samurott’s Water/Bug moves. As an added bonus, Gyarados’ Intimidate ability will give you an advantage right away, lowering Samurott’s Attack stats by one stage.

The objective of this build is to use Thunder Wave to quickly slow down Samurott, Dragon Dance to boost your Attack and Speed, and Waterfall or Tera Blast to deal STAB damage.
