The first method is to use it in combat and keep it alive. Also, make sure Igglybuff is in your party once you’ve unlocked the ability to go on Pokemon picnics. Feed it sandwiches and approach it to press the X button while on a picnic. This activates the ability to clean your Igglybuff. Cleaning them not only restores some of their HP, but it also increases your friendship with this Pokemon. You can also try to play with it while on a picnic. This will make it even happier.

How to Evolve Toedscool in Pokemon Scarlet and Violet
Toedscool is difficult to find in the overworld, and you may struggle to catch one. Despite this, it has a high catch rate once found, so don’t give up hope if you’re having trouble finding the elusive Toedscool!
Toedscool must be level 30 in order to evolve into Toedscruel. If you have rare candies and XP candies, you can use them right away to grind your way to level 30.
