Taylor Momsen on the Cover of Nylon Korea

Taylor Momsen is on the cover of Nylon Korea this month.   Which is basically perfect for her because she already dresses really tacky/slutty and that’s what the stylists at Nylon put people in anyways.

Could someone explain to me why is says ‘It ‘s Time for New York’ on the cover?  Because I cannot think of a good explanation.

Also this shoot seems kind of plain compared to most of Nylon’s others, maybe because it’s for Korea’s mag?  Does that make a difference?
